Short answer: yes, most likely. In most Dubai buildings you need a fit-out NOC from the developer/community management before any meaningful work, and separate authority approval (e.g. DM / relevant free-zone or municipality) once you touch plumbing, electrical or partitions. Cosmetic-only (paint, swapping like-for-like fittings) is often fine, but the moment you move a partition or alter plumbing you're into approvals.

What this practically means: - Building will ask for drawings, contractor trade licence and insurance before issuing the NOC. - Work is restricted to certain hours; security *will* stop unapproved work. - Skipping it risks fines and being forced to reinstate.

Start with your building management — ask for their fit-out guidelines; every community has a pack.

Approvals sorted — the other half of not getting stung on a renovation is choosing the contractor and comparing quotes properly. The short version: make everyone quote the SAME itemised scope, because the suspiciously cheap quote is almost always cheap because it left out the waterproofing and making-good you'll pay for later as 'variations'. Get the NOC AND the right contractor.
