In a chilled-water system, weak cooling usually means a dirty FCU coil or filter, a stuck or faulty valve controlling the chilled-water flow, air trapped in the system, or a building-side supply issue. Clean the filter first, then have the FCU and its control valve checked.
Almost always biofilm or mould on the cold FCU coil and in the drain pan. A proper FCU service — coil clean, drain-pan disinfect and filter change — clears it; a filter-only service won't touch the smell.
For a multi-FCU villa, usually yes — scheduled coil and drain servicing prevents expensive failures and water damage. For a single apartment it's often not worth it. The more units you have and the costlier downtime is, the better the value.
A central plant chills water and pipes it to your building's fan-coil units, instead of each home having its own condenser. You typically pay a consumption charge plus a fixed capacity/demand charge — which is why the bill has two parts.
District cooling bills combine actual consumption with a fixed capacity charge, and consumption spikes in summer. A moderate setpoint (~24°C), clean filters, and sealing gaps that leak cool air all reduce the consumption portion.
The building or district-cooling provider maintains the central plant and distribution; you're typically responsible for your in-home fan-coil units (filters, coil, drain). Confirm the exact split with your building management.
