My chilled-water AC (FCU) isn't cooling well — could it be a valve or a clogged strainer, not the chiller?
The apartment runs on chilled water with fan-coil units (FCUs), and one FCU has gone weak — poor cooling even though the building's chiller is supposedly fine.

Short answer: a single weak FCU while the rest of the building cools fine is almost never the central chiller — it's local to that unit. The usual suspects: a stuck or failed CONTROL VALVE/actuator (so chilled water isn't actually flowing through that coil on demand), a clogged Y-STRAINER starving the coil of flow, trapped AIR in the coil (no proper heat exchange), or simply a DIRTY coil/filter choking the airflow. You diagnose it by checking flow and temperatures at that FCU — is chilled water actually reaching and passing through the coil, is the valve opening, is the strainer clogged — and the fix is the matching maintenance: free/replace the valve, clean the strainer, vent the air, or clean the coil/filter.
Why it's local, not the chiller: - If the chiller were the problem, the whole building would suffer, not one unit. One weak FCU = something at that FCU or its branch.
The usual causes (what to check): - Control valve / actuator stuck: the chilled-water loop valve that lets water through the coil on demand can seize or the actuator fail — so the coil gets little/no flow and barely cools even though the plant is fine. Common culprit. - Clogged Y-strainer: the strainer protecting the coil traps debris and, when it blocks, starves the coil of flow. Cleaning it out often restores cooling immediately. - Air in the coil: trapped air stops proper water flow/heat exchange — the coil needs venting/bleeding. - Dirty coil / clogged filter: the airflow side — a fouled coil or blocked filter chokes the air even if the water's fine. The most basic (and common) cause. - (Also: a failed FCU fan/motor, or a balancing issue starving that branch.)
How it's diagnosed: - Check whether chilled water is flowing through that coil (supply/return temps across the coil — little difference means little flow or a fouled coil), that the valve is opening, and the strainer/filter aren't blocked. That quickly isolates valve vs strainer vs air vs dirt.
The maintenance fix: - Free or replace the valve/actuator, clean the strainer, vent the air, clean the coil and filter — whichever the check points to. Usually a straightforward service, not a plant job.
Common mistake: escalating "my AC is weak" to the building/chiller when it's a clogged strainer or a stuck valve on your own FCU. Get a chilled-water and FCU specialist to check the valve, strainer, air and coil on that unit first. Anyone's "chiller problem" turn out to be a blocked strainer?
Confirmed pattern from the buildings side: single weak FCU calls are nearly always local — most often a clogged strainer or a stuck two-way valve, occasionally air or a filthy coil. We check flow and the valve before anyone even mentions the plant. Residents understandably assume "the chiller," but if their neighbours are cold, it isn't the chiller. Cleaning the strainer and checking the valve resolves a big share of these on the first visit. Start at the unit, work back toward the plant only if the whole branch is affected.
Ours was exactly this — one room's fan-coil went weak and I was ready to complain to the building about the chiller, but it was a clogged strainer on that unit. Cleaned out, cooling back to normal. Made sense once it was explained that one weak unit can't be the central plant or everyone would be hot. The valve and strainer being the prime suspects is the useful takeaway. Saved myself an embarrassing "your chiller's broken" email when it was my own FCU needing a service.
One thing worth checking before you go hunting for a clogged strainer or a seized valve: is the room thermostat actually calling for cooling? On an FCU the motorised control valve only opens when the room stat asks for it — so if the stat is satisfied (setpoint too high, or its sensor sitting in a warm/cold spot that misreads the room), has flat batteries, is in the wrong mode (fan-only, or an "auto" that's decided the room is warm enough), or got miswired after a renovation (a missing C-wire or crossed cores), the valve stays shut and the coil gets no water — cool-ish coil, no flow, weak cooling — with nothing mechanically wrong.
Quick test: drop the setpoint several degrees below the actual room temperature and give it a minute or two — you should hear/feel the valve open and the supply pipe to the coil go cold. If nothing changes, it's the calling/wiring side, not the strainer. If the valve DOES open and it's still weak, then you're back to the Y-strainer, trapped air, or a dirty coil as the others said.
