District cooling 'capacity charge' vs consumption — what am I actually paying for on a building?
I manage a building on district cooling and the bill has two parts: a consumption charge (for cooling used) and a big capacity / demand charge that's there regardless of usage. Owners keep asking why they pay it when a unit sits empty.
I want to explain it properly and know if it's optimisable:
- What is the capacity charge actually paying for, versus consumption?
- How is it set (what's it based on)?
- Is there anything you can do about it, or is it fixed?
Trying to give owners a straight answer rather than "that's just the bill." How does the two-part district-cooling charge really work? (Related to the chilled-water loop that feeds it all.)

Short answer: district cooling is billed on a two-part tariff. The CONSUMPTION charge is for the cooling you actually use (per refrigeration ton-hour). The CAPACITY (or demand) charge is a fixed annual fee for the peak cooling capacity your unit has RESERVED on the network — you pay it whether you use the cooling or not, because the provider has to build and hold that capacity ready for you. It's essentially rent on your slice of the plant.
The two parts, concretely: - Consumption charge — metered, per refrigeration ton-hour (RTh) of cooling used. Empower's is roughly AED 0.57 per RTh. This is the part that tracks usage; an empty unit uses little. - Capacity / demand charge — a fixed annual charge per reserved refrigeration ton (RT), in the region of AED 750 per RT per year (billed monthly in advance). It pays for the provider reserving that peak capacity for your unit at all times — which is why it's there even when the flat is empty. (Figures vary by provider/scheme — Empower/Emicool in Dubai, Tabreed in Abu Dhabi — so check your actual tariff.)
Why an empty unit still pays: the network sized and reserved capacity for your unit's peak demand; that capacity sits ready regardless of occupancy, so the capacity charge is fixed, not usage-based.
Can you optimise it? - Consumption: yes — a clean, well-serviced FCU, sensible setpoints, and good building envelope cut the RTh used. - Capacity: mostly fixed — it's tied to the connected/contracted tonnage. The lever, where a scheme allows it, is not being over-connected: reserved capacity well above real peak need means paying for tonnage you never use. Any change there is a formal process with the provider.
So the honest owner answer: consumption is yours to manage; the capacity charge is reserved-capacity rent, largely fixed. For the plant/FCU side of cutting consumption, a proper chiller and cooling assessment is where the savings are. FMs — anyone renegotiated connected tonnage down?
Useful FM framing: split the bill in your head into "rent" (capacity) and "usage" (consumption). You can chip away at usage every month through servicing and setpoints; the capacity charge is the standing rent for reserved tonnage and only moves if connected capacity is genuinely over-specced and the scheme lets you adjust it. Where owners get angry is not understanding the capacity part is fixed by design — explaining it as reserved-capacity rent, not a usage fee, usually lands. And keep the FCUs serviced; that's the bit actually in your control.
Small-unit version of the same thing — I was baffled why there was a charge in a month my place was barely open, and it's this capacity part. Once someone explained it's paying to keep the cooling capacity reserved for me year-round, it made sense (annoying, but sensible). The part I can actually influence is the consumption — keeping the unit serviced and not over-cooling. Good to finally understand which half of the bill I can do something about and which half I can't.
