My district-cooling bill looks way too high — how do I actually dispute it, and what can they recheck?
One of my flats got a district-cooling bill far higher than usual with no change in occupancy. Before I just pay it, I want to challenge it properly.

Short answer: before disputing, rule out the honest causes — a hotter month, more consumption, or (very common) an ESTIMATED rather than actual meter reading. If those don't explain it, raise a formal query with the provider (Empower/Emicool): they can recheck whether the reading was estimated vs actual, re-read or test the BTU-meter for a fault, and confirm your capacity charge matches your contracted tonnage. Most "shock" bills are either an estimate that self-corrects or a genuine meter/valve issue — both fixable through the right channel.
Legitimate reasons a district-cooling bill spikes: - An estimated reading — if the provider couldn't take an actual meter reading, they estimate, and it can over-shoot; the next actual reading corrects it. Check the bill for "estimated". - Genuinely higher consumption — a hotter period, more people, longer occupancy, or an FCU left running with doors/windows open. - A stuck-open control valve / faulty FCU quietly consuming — real usage, but from a fault worth fixing. - A BTU-meter fault or misread. - A capacity-charge change not matching your contracted tonnage.
Check yourself first (so you don't dispute a correct bill): 1. Is it marked estimated? Compare RTh consumed to your normal months and last year. 2. Any change in occupancy/behaviour, or a tired/over-running FCU? 3. Does the capacity charge match your tonnage?
How to dispute (do it right): - Raise a formal query with the provider (Empower/Emicool) with your account and the disputed period. - Ask them to confirm estimated vs actual, re-read or test the meter, and verify the tonnage/capacity charge. - Keep it factual with your own readings/history — a documented query gets a proper recheck.
The overlap fix: if it turns out the FCU is genuinely over-consuming (stuck valve, filthy coil), that's the part you control — service it. A chilled-water/FCU service sorts the unit side while the provider checks the meter side. FMs/landlords — anyone had an estimated bill self-correct after a proper reading?
The estimated-reading one catches the most people out — a big scary bill that's actually an over-estimate, and the next real reading refunds it. So step one is always: is this an actual or estimated reading? Then compare the RTh to history. Only once you've ruled those out is it worth a formal dispute, and then you want it documented with your own figures so they do a proper recheck rather than a brush-off. Providers can and do re-read and test meters, but you have to ask through the right channel with the numbers to back it.
From the commercial side — same playbook. I once got a big cooling bill and it was an estimate; the actual reading brought it right back down, so I'd have wasted energy fighting a number that self-corrected. Now I check estimated-vs-actual and my RTh history before I do anything. And keeping the FCUs serviced means when I DO query a bill, I know it's not my unit quietly guzzling — which makes the dispute cleaner. Rule out the boring explanations first, then escalate with your figures.
