How do I actually read what my AC/cooling is costing — DEWA bill vs the district-cooling meter?
Between the DEWA bill and a separate district-cooling bill, I honestly can't tell what my cooling actually costs or whether a charge looks wrong.

Trying to get bill-literate so I can actually spot a mistake rather than just paying. (I know the capacity vs consumption split exists — I want to read my own bill against it.) How do I make sense of it?

Short answer: it depends which system you have. On a SPLIT/DEWA setup, your cooling is part of the electricity (kWh) portion of the DEWA bill — there's no separate "AC line", so you read it by watching kWh rise in summer. On DISTRICT COOLING, cooling is its OWN bill, metered by a BTU-meter in refrigeration ton-hours (RTh), with a consumption charge (per RTh used) PLUS a fixed capacity charge — so you read those two parts separately. Knowing which you have is step one.
Split / DEWA setup: - Cooling shows up inside the electricity (kWh) charge — DEWA bills electricity, water and sewerage together, plus fees. There's no separate AC meter, so the way to "see" AC cost is the summer jump in kWh vs winter. - Spot a problem: a kWh spike with no change in usage → a failing/inefficient AC, or compare month-to-month and to last year.
District cooling (BTU-meter) setup: - A BTU-meter measures the cooling energy your unit actually uses, billed in refrigeration ton-hours (RTh). The bill has a consumption charge (per RTh used) plus a fixed capacity/demand charge (per reserved ton, there even when empty), plus meter/fees. - Read it: check the RTh consumed this period vs your normal, and confirm the capacity charge matches your contracted tonnage.
What signals a bill might be off (worth querying): - RTh way above your usual with no change in occupancy/behaviour → possible meter fault, an estimated (not actual) reading, or a genuine problem (a stuck-open valve, a running-flat-out FCU). - A capacity charge that doesn't match your tonnage, or a sudden estimated bill. - On DEWA: a kWh jump you can't explain.
Before you dispute: rule out the obvious (hotter month, more people home, a tired AC running non-stop). If the numbers still don't fit, the provider (Empower/Emicool) can recheck the meter reading and whether it was actual vs estimated. Getting the FCU/AC serviced so it's not silently overusing is the part you control — a cooling cost check is a good start. What's on your bill that doesn't add up?
Landlord perspective across a few flats: the single most useful habit is knowing whether each unit is DEWA-cooled (split) or district-cooled (BTU-meter), because they're read completely differently and tenants confuse them constantly. On the district-cooling ones I track the RTh each month per flat — an unexplained jump is my early-warning for a stuck valve or a tenant leaving it running with the balcony door open. And I always check whether a big bill is an actual or an estimated reading before querying, because estimated ones self-correct.
