Short answer: ACP is aluminium-composite panel — two thin aluminium skins bonded to a core — and the ENTIRE fire issue is the CORE. The old, cheap panels used a plain polyethylene (PE) core, which is essentially solid plastic: combustible, and directly linked to fire spreading rapidly up the outside of several Gulf high-rises. The UAE's response (the updated Fire and Life Safety Code) is strict: standard PE-core ACP is no longer approved for facades above ground floor in most jurisdictions, and buildings above ~15m must use FIRE-RATED cores — Fire-Retardant (FR) or, better, A2 (virtually non-combustible) panels, classified to EN 13501-1 (A1 = non-combustible, A2-s1,d0 = the top realistic ACP rating). To be compliant and safe you must use panels with a fire-rated/non-combustible core that carry the right classification AND Dubai Civil Defence (or the relevant authority) approval, installed as an approved SYSTEM (the fire performance depends on the whole build-up — panel, cavity, fire barriers/cavity stops — not just the sheet). Do NOT just buy "ACP" on price; the core grade and the DCD approval are the whole game. Verify the current requirement and product approval for your specific building height and use.
The essentials: - What ACP is: two aluminium faces + a core. Light, flat, formable, good-looking — hence popular for facades and signage. - Why old ACP burned: PE (polyethylene) core = combustible plastic; on a facade it let fire race up the building. That's what the regs target. - What's required now (UAE Fire Code): fire-rated cores — FR or A2 (non-combustible); PE-core not approved above ground floor / for taller buildings; classified to EN 13501-1 and carrying Civil Defence approval. - Compliance = product + system: the panel's classification/approval PLUS correct installation with cavity fire barriers and detailing. The system, not just the sheet, is what performs.
How to be safe: - Specify A2 / fire-rated core with documented EN 13501-1 classification and DCD approval for your height/use. - Use an approved fabricator/installer who builds it as a certified system with fire stops. - Keep the certificates — you'll need them for approvals and it's your liability protection.
Common mistake: buying ACP on price and getting a PE or mislabelled core, or treating it as "just cladding" and skipping the cavity fire barriers — both are exactly what the code now forbids. Spec a fire-rated system and let an aluminium cladding and fabrication specialist supply and install it to the current code. (Confirm the exact requirement for your building with the authority.)
We did a small shopfront/facade recently and the fire-rated core requirement came up immediately, the authority approvals wouldn't go through otherwise. Our contractor only quoted FR/A2 panels and had the classification and approval documents ready, which made the sign-off painless. I'd been tempted by a cheaper "ACP" quote until I understood the cheaper one was likely the old PE-type core that isn't compliant. The certificates and the approved installer are the bit that protects you. Treat cladding like a fire-safety system, not a decorative skin, and keep every document.
From the facilities side, cladding compliance is now something buildings genuinely get inspected and held to account on, and non-compliant panels have had to be replaced at huge cost elsewhere. So spec the fire-rated core from day one, it's far cheaper than retrofitting later. The cavity fire barriers behind the panels matter as much as the panel itself, that's part of the system that stops fire travelling in the gap. Get the EN 13501-1 classification and Civil Defence approval in writing, use an approved installer, and file the paperwork. Cheap ACP is the definition of a false economy here.
