Which apartment works actually need approval or an NOC in Dubai — and which don't?

We are planning to renovate our apartment, nothing crazy, but it includes moving a couple of things and updating the kitchen and bathrooms. I keep hearing about needing an NOC and approvals but I do not really understand what needs sign-off versus what I can just get on with. Do I genuinely need approvals or an NOC to renovate a flat in Dubai, and how does the process actually work? Do not want to start and get hit with a stop-work order.

Yes, for most apartment renovations you do need approvals before work starts, and getting caught without them is exactly the stop-work-order risk you are worried about, so it is worth mapping upfront. The baseline is an NOC (no-objection certificate) from your building management or the developer to do the work at all; then, for anything beyond cosmetic, moving walls or changing the layout, and any electrical, plumbing or gas work, you typically also need approval from the relevant authority or master developer, because those affect the building's systems and structure. Purely cosmetic work, repainting, new flooring, joinery or wardrobes, is usually much lighter-touch and sometimes just the building NOC. This trips a lot of people up. The building NOC is the minimum, and anything touching plumbing or electrics needs more. We saw a client get a stop-work order for skipping it, cost them weeks. Sort the approvals first, a good contractor will guide you or handle it for you.
