Outdoor AC unit is humming but the top fan isn't spinning — what's the likely cause, and what's safe to check?
Went out to the villa's outdoor AC unit because the cooling had dropped off, and the top fan isn't turning. The unit is clearly powered — it hums, I can feel it running — but the fan blade is dead still. Earlier it was spinning slowly for a bit, then stopped. The casing gets hot and after a while it seems to cut out.

That exact symptom — compressor humming, fan dead — is one of the most common AC callouts here, and running it like that is risky. Here's the picture.
Three usual causes: 1. The fan side of the capacitor. Most outdoor units use a dual-run capacitor — one can with a section for the compressor and a separate section for the fan.
